Property Registration querry

Property purchased in 2006 & still not registered..now i have to do registration of the same property but the previous owner is not ready to give sign despite of full payment also i don't know where the previous owner is dead or alive..so what are the ways by which i can do the registration of my property legally?
The agreement made in 2006 has my mother's name on it..

how previous owner is not ready to give sign if you dont know where the previous owner is dead or alive ?
when last payment was made ?
you have to send notice and then based on that can file civil or criminal case on previous owner.
you have to file injuction so it can not be sold to someone else.

A.Hi,
You can send a notice to the owner to follow through the agreement. If you do not get a response, go to the court and file a case under specific performance of contract. Alongside, file for injunction so that the owner cannot sell the property to a third party. Make sure you have the required evidence to prove that the sale was to happen.

A.Hi,
If you can show the transaction of money and any evidence, oral or written, which shows the absolute will of the owner to sell you the property, then your mother can claim the property. Send a notice to the owner to execute the agreement. If the owner does not follow through, proceed to the court and file a case of injunction barring the owner from selling the property to another party along with a suit for specific performance of contract.

After gone through your query, I find that you can get the registered. At first you have to file a case for specific performance case, to compel him to. sign the documents.
