Respected Sir/Madam,
I have a flat in a 8-flats building near Chennai, which has no drainage facility in the area. The common septic tank is full now and overflowing in front of my flat. Neither tenants not owners are cooperating to clean the tank, despite my repeated requests. What can I do legally or can anyone advise me?

A.dear client that flat where you live is governed by the by-laws and regulations of the society or association in which they fall. You should first approach them in writing and wait for their response.if they deny for responce then send legal notice to them.

A.Dear Sir,
In such case approach the local authority that is Municipality or Corporation Authorities to issue notice to all the owners of 8 flats and get the drainage and septic tank cleaned.

A.Write to your association and send a legal notice if they don't act. You may file a case against your Apartment Association as they are not performing their duties that they should. If you do not have an association then it case there is hardly anything that you can do legally as when you take a legal action for non performance then there must be an entity against whom you take a legal action.
In absence of an association you can request the owners of the flat to get the tank cleaned with the common funds.

Sir, There is no association and no common funds. Required both the tenants and owners of the flats, but in vain. In this situation, I seeked advice.
