Fees is not refunded by a collage

Sir

      Mats University pendri raipur is not refunding my fees saying that there is no clause of refund of fees. I take admission here in 28 July 2017 and paid full fees of first installment of RS 20000/- (twenty thousand) of RS 33000 of whole program. after attending 2 day classes and in 05 august 2017 I left collage after informing them with an application. During lefting collage they first tell me that fees is refunded according to UGC rules within 15 days. But when I go there after 15 days they refuses me to refund my paid fees. After going there 15-20 times or after 5-6 month they refunded me only 8000/- saying that they are refunding me because of humanity basis. Sir, I left collage after reading UGC rules according to which if a student left collage within 15 days they have to refund 100% fees after a deduction of not more than 1000rs or 10% of the paid amount. Sir please take action against this private University. I want my refund according to UGC rules. Sir I have already spend more than 1200rs visiting collage again and again. Sir please help me.i also have call records in which good says me that fees is not refundable. Sir please call me. my mobile no is 8839594709. They are making 2 excuses

1. There is no provision of fees refund in private universities

2. Fees should be refunded only when full fees of the program is paid.
My question- is it true fees is refunded only when fees of full programme is paid??
