A.20 years sleep is way more than kumhkaran.
why the need to awake suddenly after 20 years ?
legal remedy depends on who have possession of land ?
if you dont have possession then nothing can be done.

A.Dear Sir,
You can file a case for specific performance of the contract. The owner is legally bound to register the sale deed, you can file a lawsuit against him to seek court's directions to him to honour his promise reduced to writing. You can also seek compensation from him for delay in the registration of the sale deed.
