sir our's is very small housing society 13 members. what is secretary's duty towards incoming and outgoing member?
regarding issue of certificate, entrance fee, how to enroll him as a new member what documents secretary should collect from him.

A.Dear Sir,
This platform cannot educate you on the above issues. Better approach any nearest housing Society staff members and peruse the relevant bye-laws and try to get update your Societies bye-laws giving more powers as may you desire to the secretary.

A.Hi,
The role and the responsibilities of the secretary of a housing society should ideally be defined in the constitution and bye-laws of the housing society. The general duties include, issuing notice for meetings, inspection and audit of accounts, conducting and organizing meetings among others.

to Issue Share Certificate To Member Of Society.
Transfer Share Certificate Within Stipulated Time
Deals With Resignation , Transfer Of Member Of Society.
To Make Entry Of Nomination On The Nominee Register and Sign The Nomination To Form
To Supervise and To Do Inspection Of Flats Of The Society
To Issue Notice To Member For Internal Leakage And Other Repairs.
To Deal With Out Going Of Members By Transferring Flats After Scrutinized The Paper As Per ByeLaws.
To Deal With Application Of Resignation Of Membership.
To Prepare And Raise Demand Notice [Bill] Of Society Charges For Member And Issue To All Member On Time Duties & Responsibilities and Function Of The Secretary
To Bring Notice Of Default Payment Before MC Meeting.
To Take Action Against Default Payment Member By Giving Them Legal Notice U/S 101 For Payment.

A.You should have created bye-laws for the society mentioning the role and responsibility of the Secretary regarding all these functions like when somebody incoming or outgoing as member and what documents to collect etc.
Please get in touch with a good lawyer and get your bye laws created.
