1. I am the recorded owner of the piece and parcel of land measuring 0.0600 acre,
classified as “Baastu” ,in the L.R. Plot No. 96 in Dist : Jalpaiguri. West Bengal
2. I have my permanent residential address in the same place and residing there
since 2006.
3. That, I had received a notice U/S 57 of WBLR Act’ 55 bearing reference number as
mentioned above with office Memo No. XXX/BLLRO/XXX/JAL/21 dated. XX/XX/21.
4. That, I , in person visited BL&LRO office on xx/xx/2021 at 1:00 pm as scheduled and
directed by the BL&LRO. But, unfortunately, he was not available in the office. I waited there
for few hours and left for Siliguri. I recorded my presence in writing with an urge to
supply me the copy of the petition filed by the applicant in regards to the case
mentioned , as I was unaware of the fact and reasons for such notice. I also
requested him in writing to kept me informed before taking any action in this regard.
5. All of a sudden, I discovered recently that my long recorded L.R.Khatian has been
Modified / Changed without any notice to me or and my knowledge.
6. That, the plot number in my Khatian has also been changed and so as the nature /
classification of the Land. A portion of the 0.0080 acre “Baastu” land has been
converted into “School” category under Plot No. 95 without my knowledge and
consent.

Now, My question is , whether the BL&LRO can take such decision to convert a portion of my land without proper hearing or document verification ? What shall I do next as I must not be allowed to build a house / take loan on the portion of land classified as "School" ?

You should immediately send a legal notice to the BL&LRO and then file a writ petition in the High Court against the arbitrary action of the department and seek proper justice for yourself to avoid any kind of issues later on.
