Registered Agreement to sell 2005

Mother buys property against registered Agreement to sell in 2005. Father gets registered GPA for mutation/conversion and all other purposes. All payments clear. Family living peacefully in property. Before executing anything related to mutation or conversion both parents expire. All legal heirs release RDs in favour of one. LnDO refuses to accept application for mutation/substitution/conversion in the absence of GPA. Is there any way forward?
