Why is this case for refund not being approved by District Consumer Forum?

I had filed a case against a private higher education institution for refund.\nI had taken admission in the HEI but right after a month I had to submit an application for admission cancellation in Aug 2021 due to COVID induced financial crunch faced by my family. \nThe UGC's Guidelines made it clear that for the academic year beginning from July 2021, complete refund will be made by HEI if the student asks for the same before 1 November, 2021. I had asked for a refund timely. But the administration of the institute was rather hostile. I was told they would refund a very small amount. The said sum was not disclosed. In Dec 2022 I received merely around Rs 1900 in the name of refund. I had tried contacting them as to such an arbitrary refund. In Jan 2022 I sent a legal notice. In Mar 2022 I filled a case on E-daakhil. Under the Revert Cases head, I received response, 'Case not in jurisdiction'. I had resubmited the complaint without making any changes. I'm confused what should be done. Is this an issue of territorial jurisdiction? I am pretty sure that educational services assume ambit under the consumer cases then why is the case not being approved.
Consumer courts take up only those cases that fall under the Consumer Protection Act, that is, where a consumer has a problem with a product or service for which he has paid.
You should get in contact with an advocate and hire him to file the case on your behalf.
You have to submit to the concerned jurisdictional consumer Court as it was rejected on the ground of territorial jurisdiction. You may get aware about the territorial jurisdiction and resubmit the same by changing the territory of consumer forum.
