Police took photo with his personal hand device

Yesterday, i was halted by a police (Not Traffic Police) in Chennai. I have all clear documents, Not drunken, wearing helmet, no high speed, valid driving license, etc.
Though, Police man took my photo in his personal device (Mobile phone), stating the reason as, 'He is taking the my photo, for his official purpose to upload in a government database and to validate, whether i was committed any criminal action earlier. And, it is normal procedure that every police does and no need to worry about this'.
I do not know, whether the act done by such police is right or not?

I am surprised too that why did the police do that way. I have heard of nay procedure like that where the police will take a picture and verify with the database to check if their is any violation by you, Even we do not have got this technology in India as of now for face recognition to check the criminal background of someone. You should go the near by police station and lodge a complaint on this.
