Division of agriculture land between two brothers Division of agriculture land between two brothers

My grandfather had some agricultural land. My father and his brother got 5 bigha agriculture land in shared. As per my per division rules my father has 2.5 bigha agriculture land and another 2.5 bigha is for his brother. But his brother and other brothers are claiming that they cannot give the agricultural land on paper with documents because there is a government rule that one cannot have agriculture land less than 5 bigha. It is not allowed to split agriculture land due to government some rules. I would like to know that is there such rule? If yes, can you please share more details on it?

Please note my father has better agriculture land with house. I suspect they would like to take our agricultural land. So I am exploring all the possible options.

A.Dear Sir,
Ask your father to change the property in his name and get some big loan or sell the property and purchase another property to avoid litigation from other family members.
