Police Verification for Passport

My wife applied for passport, for police verification the policeman rather that visiting my house asked me on my mobile to meet him at some public place (his intention was to seek bribe). unfortunately at that time I along with my wife (passport applicant) were in train for going to bring my son studying at Bhubaneswar who met accident. I requested Policeman on phone that we will return after 3-5 days, hence do verify after our return. the policeman was the same person who sought bribe for passport of my son but I enforced him to give report without bribe. therefore he was malafide. in my wife's case, when he knew that we are going out and will return after 3-5 days, he came intentionally on same day and sought evidence from neighbours residing aside that he (policeman) came 4-5 times but we were not available. neighbors denied to sign by saying we are out of station for 3-5 days, you may come and verify thereafter. then the corrupt policeman got evidence from some other person living 10-15 houses away who is poor street vendor and signed on the report of policeman. Accordingly, Policeman submitted adverse report. I filed detailed complaint to Regional passport officer but nothing was done. Can I apply a fresh application ? please suggest
