Property transfer as per will without Patta

Hi,
My father died with a Will b/w 4 brothers. We couldn't find property patta. Is this a roadblocks of property transfer, if yes what is process of getting property patta and property transfers in our names? Property is in Jaipur Rajasthan for your reference.
