Windows grill fixing

I asked Haware Developers about fixing the windows drill and they told me that you have to sign the consent and fill out the consent form, which I did, but after some time they said you can't frame your windows with grill and they didn't give me any reason why. I'd like to know what cooperative law is against and how we can deal with this problem because grilling is required by cooperative legislation for security reasons.
