1) Mr. A (Plot 26/1) and Mr. B(Plot 26/2) got ownership of land in year 2000 under land consolidation scheme. Area 500 gaj each.
2) From last 20 year one encroacher(Mr. C) was running his factory on that land illegally as it was agricultural land which got wasted into gram sabha before he(Mr.C) purchased.
3) Revenue Dept. gave possession order of Plot 26/2 in year 2020 to Mr. B of his area 500 gaj. Mr. C went to HC against this possession order and interim stay is given to Mr. C against Mr. B.
4) Revenue Dept gave possession order of Plot 26/1 in March 2022 to Mr. A as there was no stay against him as his name and plot 26/1 not mentioned any where in HC interim order or W.P.
5) In April 2023 Mr. A started doing construction in his plot 26/1, now Mr. C with the help of Police harassing Mr. A and stopping him from doing construction. Police is saying stay order in applicable on Mr. A and you can't do construction.

Now how to legally complain against such corrupted police officers?

A.Dear Sir,
Just go to High Court and take a direction against the police not to interfere in civil case as they have no locus standi.

A.Let the matter be placed before the higher authority of Police Deptt with a certified copy of order of possession issued by Revenue Deptt in r/o land belongs to Mr. A and c c of HC Order for necessary action failing which matter may be brought to the cognizance of HC through a WP for getting a specific order restraining police officials from harassing Mr.A and preventing him from construction in his land.
