Sarpanch of village harrassing family of army personnel for land acquisition

Sarpanch of village is harrassing my widow mother for getting a passage through our agricultural land. He has closed all other ways to his land and left open just on our land's side. He has filed a case in 251A RTA1955. With the help of his administrative contacts he has constructed walls on his boundaries.
But using violence and politics he is stopping us from constructing on our land. I am posted in other state and bound to my duty whereas my mother is alone and heart patient.

Magistrate and Collector under whose jurisdiction her land lies or avail the help line (No.14567) launched by Govt.of India exclusively for Sr. Citizens to resolve any kiind of problem or crisis affecting their safey and security.
