Can I, as Secretary and board member of cooperative society, pass resolution on agenda (issuing NOC to myself regarding my flat sell) in adjourned AGM/ special GM? West Bengal 2011 rule on cooperative society says quorum is not required for adjourned AGM/ special GM

You cannot pass such resolutions since it will be in your favour and biased one. You have to take resolution from the AGM/Special GM only.
