Neighbours don't have parking space

Hello, My neighbour building is G+3 (6 family's) and do not have parking facility for tenants. Only owner can park his car inside the premise. So tenants always cause nusiance by parking there vehicle infront of our house. We have spoken this with owner multiple times but he is also so rude. Can we lodge complaint against the owner for not having parking space?
