My neighbour is hammering nails into my walls and using vulgar languages .

My neighbor is hammering nails into my walls. When asked he didn't show any remorse and kept doing the same. While speaking he uses vulgar language on me. He threatening us. We have already contacted the police but neither they came nor did they mind investigating. Now he is doing the same when we are not in the house. Now he is using large nails which is making a pretty much big crack. When raining the water keeps accumulating in those cracks which is dangerous. What should I do?
