Absolute sale deed for a City Improvement trust board (CITB) auction corner site

My Late father purchased a corner plot in 1972 in Jayanagar, Bengaluru, from an owner, who in turn had purchased the site from a successful bidder of a CITB auction winner, who was provided a Possession Certificate(PC) by CITB. This PC was endorsed by CITB on to the second buyer. The property has remained with my late father ever since and he made a development agreement with 4 others in 1994 and constructed flats per the BDA planning cell plan approval. Katha's as applicable have been obtained appropriately from the corporation / BBMP. Taxes as applicable have been paid till date. However an Absolute sale deed was never obtained from CITB / BDA by any of the owners.
My query is a) Can we get an absolute sale deed today? b) Who has to apply for the absolute sale deed the legal heirs of my late father or the legal heirs + development agreement participants who have undivided land share as per individual flat sale agreements. c) What is the procedure and cost involved in this activity.
