Does the revenue minister has power to order for add/update name to 7/12 as per hereship? If yes pls help with appropriate law since there are many?

A.Dear Sir,
The Ministers are doing many acts which may be illegal or irregular but the Sub-Ordinate staff members are having no other alternative expect to obey his orders. However, if required procedure is not followed and orders are not passed by the concerned Assistant Commissioner or Deputy Commissioner then you may challenge such orders directly before the High Court and get it quashed.
