Property issue - my neighbour demolished my wall

During construction my neighbour demolished my wall and demand for 3 inch land or Rs. We have common wall. Due to his gunda giri, I have given 2 Lakh Rs to Thekedar for handling this. Later Delhi police start demanding 1Lakh Rs.
They compromised us and then they allowed us to do construction.
I am out side of India and my parents are senior citizen and they don't want to do any case. But I want to file case bcz I am getting anxiety attacks and feel depressed.
I lost 3 Lakh Rs due to gunda giri.
