Electricity cheating by landlord

Actually I live in a building with 4 floors and a parking at ground floor from which I am living on 1st floor and 2nd and 4th floor is also booked. The gate lock, building lift, submersible (water supply) etc. Are maintained at the ground floor and whose power supply is being taken from 1st floor that's the floor I m living in. Landlord didn't told me about this all and now my electricity bill is at a very hike which I don't think am liable to pay as me only not used all the facilities but all the floors of the building so what legal action I can take against him that he hides this thing from me that the power supply of common amenities are being included in my electricity bill.... Being a student in outer state i can't bear that much bill which passes on me.... Please help me out in such scenario....
In the given scenario, being a tenant of the said building, if the matter is not resolved by the landlord, then bring the matter to the State Electricity Supplying Agency complaining about the non-arrangement of separate electric meters for the separate units of flats by the landlord for necessary action in the matter. Further, a dispute between a tenant and landlord is resolved under the state-specific Rent Control Act under which a Rent Controller or Addl. Rent Controller is appointed to deal with the dispute arising out of a rent agreement between the parties.
