CIDCO Transfer CIDCO Transfer

I had purchased a house in 2008 on power of attorney but the process of CIDCO Transfer from the first owners name to my name was not done. Is the CIDCO transfer necessary to sell the house ?. Conveyance of the society has been done but 1st owners name is there in the document. My flat carpet area is 624 sq ft. What would be the procedure and we enquired someone they said it would charge 1 lakh 56 thousand.is it right? And is the conveyance really necessary ?
