Your right in the property won't be ceased just because the limitation period is over. However, it is important to raise the issue before the limitation period but here, you can consult a lawyer and raise this issue in court.

The amount you mentioned above is a big amount and it is difficult to believe that the said amount is of one-month electricity use. Please verify it once more and if it is needed, move legally. However, the tenant is supposed to pay the electricity bill as far as he stays in your flat unless it is otherwise expressly mentioned in the agreement deed.

As its sole owner, you have an exclusive right over your property, your ownership of the property remains constant. A brother can only claim the share in the ancestral property, as a coparcener and not over your self-acquired property.

A father (current owner of the ancestral property) and his son have equal ownership rights over the property. The distribution of property should happen in such a way that each share gets further divided into successive generations. If an ancestral property is willed, to your sister it will become self-acquired property. If the ancestral property is divided into the owners of the property as per the share. Then the property will lose the title of ancestral property.

1) Yes, you are allowed to travel to the USA during this phase. However, it is advisable to not travel since you may be requested to appear during these court proceedings.
2)An H4 upon divorce from the H1 is no longer in status. F-1 does not usually allow CPT the first 6 months or year. H4 can go to school to start. Consult with an immigration attorney.
