When the dues are growing and the account or credit card account has gone overdue then you should properly settle the matter with the officer by visiting the office and doing everything in writing. The way credit card functions is that whatever you pay in between takes care of the extra interest that has been added but the balance to be paid almost remains the same. Don't pay anything as interim but pay onetime to settle the account and close it.

As per the facts which have been provided, you should cross check that the person to whom the payment has been made is not fraud and if he is then you can file a complain in Police Station. And if payment of the remaining amount has been made to the eligible person and then also you have not received your bike then you can move to Consumer Court.

You must inform the police and lodge a complaint in the general diary. The gender of the caller, his voice tone, date and time of the phone call, the conversation details and the estimated age of the caller can be noted by the victim as evidence to help the police in identifying the offender. If the harassment on phone calls continues for a long span of time then the victim must file an FIR.

NO, Any international debt collected in India must be paid directly to the original creditor. The lender can file a civil suit for recovering the money he owed through promissory note or loan agreement. He can do so under Order 37 of CPC which allows the lender to file a summary suit. He can file this suit in any high court, City Civil Court, Magistrate Court, Small Causes Court.
