A. pay 4000 for what ?
first the company have to be genuine which are very less.
if company is genuine then they have right to recover any loss.
if company is fake then they will not file any case or do anything except harassment.

A. Hi,
You can complain to the UGC and also file a mental harassment case against the college. You can also approach the court to order the college for the release of the migration certificate.

A. Residential Certificate doesn't require anyone to own a property. Just reach out to the jurisdictional Revenue Department Office or the Municipal Office and make an application for it.
