Once a complaint is lodged before the Vigilance Cell against a government employee and when the said complaint is under investigation, then until and unless the domestic inquiry or investigation is completed and the final report submitted by Vigilance Cell acquitting the concerned employee from the said complaint, NOC is not issued if the employee tender his resignation. So, you have to wait for the completion of the inquiry and submission of the final report by the Vigilance Cell.
