It is always recommendable for the buyers to take the property documents to a real estate lawyer before proceeding with the sale. Visit a lawyer and give them the physical fees, they will inspect it and let you know.
PTCL ACT (the Karnataka scheduled caste and scheduled tribes (prohibition of transfer of certain land) Act, 1978 itself says that their allotted lands are not for sale. If it is under PTCL, you cannot buy it as the sub-registrar wouldn't allow the sale.
