You can contact the apartment management for more clarity on where you can park your car. The shopkeeper and you both have valid reason to choose the parking spot, you will have to come together to work out a mutually beneficial solution. Maybe you could use it for one part of the week and he uses it for the other?

If it was your father's self-acquired property and he left it to your mother by way of a will, she can do with it is she pleases.
However, if the property was ancestral (something your father inherited), then the children have a say in the issue and she cannot transfer it to someone else without all legal heirs' consents.
