We are planning to buy a property but the owner hasn't done the registry, he only has sale agreement and since he is selling the property he doesn't want to do the registry now. Hence Builder will do the registry and payment will be done to owner. Is this a valid case?

A.until and unless there is a registry in the favour of the builder he cannot sell the property to you it depends on the builder buyer agreement between the original titleholders to the builder in your case since you have the sale agreement with builder only then you can complete the builder to do the registration otherwise you can go for a consumer case and file your complaint with the consumer commission for redressal and compensation .

A.Its normal.
make triparte agreement of sale.
make rest of payment to owner on day of registration.
