1. Who is legally authorized to declare a person as foster son of some X? OR
2. Only mentioning in the will of X as foster son in and getting it registered from sub-registrar without any valid documents will be legally acceptable?

A.Hi,
The biological parents or the legal guardians is only authorized under the law to make such declaration. Yes the will is perfectly valid and legally acceptable.
