property gifting for construction thereof property gifting for construction thereof

My father has a property of 150 yards in Delhi. As per Delhi bylaws, if we want to construct on it we have to leave 25% area but if my father gifts the property equally to both my sons i.e. 75 yards each, they can construct upto 90% on it.

Please confirm the above and can they combine the buildings together in construction and on rough papers, to make a single entry in both the parts of the building. What does the law says about it.
