The documents prepared by tahsildar and other revenue officers for preparing the mutation registry of an agriculture land during partition process are public documents or private documents ?

In view of supreme court's recent judgement kindly clarify my doubts., I have an ancestral agriculture land of four acres. The partition ( by Mutation registry) was done in my and my brother’s favor equally during 1980 June with help of village accountant and tahsildar. Since from 1980 I am getting holdings certificate, pahani, Passbooks. But partition has not done through deed registration nor court decree . my two married sisters , asking share in the above land and filed a partition suit. The documents prepared by tahsildar and other revenue officers for preparing the mutation registry of an agriculture land during partition process are public documents or private documents ? The partition was done with the consent of all my two sisters. But do not have any documents to prove their consent. Kindly answer.
