70% flat soldout in our society and builder want handover the society but some works pending from builder and he said that after making committee of society he will do all works then handover the society. Before finish the pending work we make society committee..it is safe ?

It is safe and ok to form the society but at the same time while taking the handover ensure that whatever is the pending work gets recorded and the builder takes the responsibility to finish all of them in the given time frame
