Transfer of title of flat - My father bought a MHADA flat

My father bought a MHADA flat in the name of his sister on 15th Aug 1989 as mentioned in share certificate, On 28-7-1995 it was transferred in my mother's name which is also documented in the share certificate. However, no changes were made in MHADA records. My father died 4 years back and willed the flat in my name. Please guide how to go about it. Thanks
