Cheating my money Cheating my money

One of my brother in law has taken money from me of nearly 300,0000 (Thirty lacks) . He took my jewelry, including my wife one . Whenever we ask he was telling he applied for a loan, once he gets it he will settle the entire amount and he got nearly 68lacks loan amount but he has not settled my account yet and he never told me that he already got that loan amount. We came to know this loan status when a Bank person came to occupy the building on which he had taken loan on the property without paying the EMI.
Now we have started asking the amount still he is ignoring us. I do have Blank cheque which he has given 8 years back and need your advice for further steps.
