Transfer of ownership - build a small temporary shop

I bought a shop with fully paid in a residential apartment but it collapse in earthquake 2001, So i build a small temporary shop at same place. Government issue a plot to all resident but not to shop owners, now i want to sell that shop but builder is refusing to sing on transfer of ownership and buyer is ready purchase it with name transfer document.

You may just pass on the possession to the buyer and ask him to file a suit in the Court declaring himself as owner of the same thus Court will be declared him as owner if you submit affidavit of No Objection etc.
