Property related - entered into an agreement of sale

I entered into an agreement of sale with a builder. Signed the same on 21.08.2022 and paid 8lacs as down payment. Sale consideration is 73lacs..balance 65lacs is getting disbursed through loan from HdFC bank.
Initially the builder agreed to give us a different parking space and now we are not satisfied with the parking space given, so we wish to cancel the agreement.
We conveyed this to the builder and now he is saying he will charge us 25,000 and refund the balance. He also told other builder's charge 10%.
In the agreement of sale it doesn't mention about cancellation charges.
Also, the builder told the agreement is non cancelable and he will not refund entire amount towards the end.
Can you help me on this please?
