Inami zameen payment receipt

My father bought inami zameen of 44 acres we paid the amount and we received the receipt and that receipt have to submit for registration but due to uneducated parents they didn't submit the payment receipt we have the receipt Xerox and one receipt is lost but we paid the amount but we didn't submitted the payment receipt to government.. now tahshildar are asking for bribe but we can't afford sir . But now the land have to divide among dad and his brother.
