West bengal thika tenancy issue

My maternal grandfather has a property in West bengal howrah. He has 2 other brothers. His father was mentioned as occupier of the land while owner is mentioned as someone else in all documents since 1975. So after death of his father my maternal grandfather and his brothers gave this land to contractor to construct building on it. They gave him power of attorney for 8 years and allow him to take rent till 8 years. Now that period ended so my question is that can we sell that property being an occupier not the owner of the land? Will owner permission or NOC is required in any kind of action on it.? What are our rights being an occupier.?
