Security deposit - Our owner is refusing to give back

Our owner is refusing to give back the security deposit and insists on giving 3 month notice while the rental agreement mentions only 1 month notice before leaving. Issue happening in Bangalore. What can be done? Please suggest.
A.If he refuses to refund the deposit then you may file a lawsuit for recovery along with interest against him. Police has no role to play in a case of this nature where no penal provision has been violated.
