My Brother in law got divorced from his first wife by out of court settlement. He has the panchayat document of divorce with witnesses and both party signature, can this be enough to get divorce certificate from court without his first wife's signature.

A.Dear Client
Panchayat divorces and marriages are invalid in Hindu Marriage Act. Therefore, these documents will not suffice and you will have to go through an established procedure of law to get divorce.
