E Khata and DC converted (for complete layout) or Panchayat Khata E Khata and DC converted (for complete layout) or Panchayat Khata

I am planning to purchase a ready built house in Bangalore. I have identified few houses around KR Puram which is in Kithagnur Village and Bidarahalli Hobli Panchayat.

Of Kithagnur village , it is DC converted (for complete layout not for individual house) and E Khata whereas that of Bidarahalli, it is not DC converted and Panchayat khata

Both have legal set clear. As both doesn't falls under A Khata, nationalised bank don't give loan and need to depend on private banks.

So, out of 2 ,which one is good to go with considering the legal aspect and future growth of respective areas
