Looking for advice on Panchayath property at Hoskote

Hi, I'm planning to buy a residential plot in Hoskote where as the owner of the property that I've been in discussion with said the property is a DC converted and E Khata property. And no approval as BMRDA/BDA/A khata as such. But, very adjacent property is having a BMRDA approval and A khata as per their executive. Now I'm into confusion why the very adjacent properties are much different where one is with BMRDA and A khata and another is under Panchayath but not approved by BMRDA.
(1) Will there be any risk included if I choose Panchayath Property with DC converted and E khata in future?
(2) Do I need to bare any amount additionally later on in future for Khata conversion or BMRDA/BBMP approvals as such etc ? Please throw some light and provide your suggestion on which property I would go to.
(As it's onetime and crucial investment that I'm going to invest for my future, please help with advice)
