Buying a resale flat in Chikhali, pune

I wanted to buy resale flat in chikhli, pune. In this case, Applicant is mother and Co-applicant is Son. But There is death of son in accident before 1.5 yrs. They have death certificate also.
What are the steps Should I follow to buy this property? Please suggest..

The flat can not be purchased in the name of son who is already dead along with the name of mother.
