Owner is not paying the KCC loan after selling the land

Hello,
I purchased the agriculture land in district muzaffarnager in UP on 6th March 2023 but KCC loan was pending on that land so owner promised that he will pay the loan from money that we will pay at the time of land registry. We have paid all the amount and Land Registry was done on 6th March but now owner is not paying the KCC loan due to which our mutation is pending. I am very desperate so i don't know what legal option I have? Can the directly go to police station and lodge the FIR against him or there is some other effective way as well ?

If he has promised that he is going to repay the loan, please send a legal notice to him. If he still persists, please file a complaint for fraud and cheating
