Redevelopment allotment of flat Redevelopment allotment of flat

Dear Sir,
We are in the process of redevelopment of our old co-op housing society in Mumbai. Our old building is Four floor and after redevelopment will be 20th Floor. This issue is regarding allotment of flats. We had agreed allotment thru draw system thru SGM in year 2013. Now in 2019, developer has committee both have changed and now new committee members are asking for floor wise, as most committee members staying on fourth floor. Basically I am on 1st floor and we feel cheated with this on account of 1) We agreed for draw allotment system in SGM in year 2013, 2) In old ceased building, Value of lower floor is higher than higher floor, whereas in new building opposite. So we feel lower floor should get higher floor in new building. but still we compromised with draw which is also denied by committee members , as they are staying higher floor in old bldg and want personal advantage. 3) Some influential members have done selective allotment. Please suggest how can i deal with this.

A.Dear Sir,
You approach the Civil Court or a High Court and seek a direction to appoint a Court Commissioner to solve the issue legally or issue a direction to the concerned department of govt to frame feasible Rules in this regard which is necessary to several citizens.
