If someone has share certificate issued in his name and permission to construct in particular plot is given by co op housing society ; can he construct on that particular plot even if in 7/12(RoR) the name is of chairman of that co op society?

A.Dear client,
Kindly get following documents from the plot owner's society.
(1) Registration Certificate and Plot owner's Co-operative Housing Society.
(2) Bye-law of the society.
(3) Balance Sheets of the society, since its registration.
(4) When its election took place ,and who are office bearers of the society and Managing Committee Members.
(4) Maintenance bill headings of the society, and their bill amount for each heading.
(5) For resale, transfer fees of the society should be only Rs.25,000/-.
(6) Ask why 7/12 extract of the individual flat holder is not transferred in plot owner's name. Then go to builder's office and ask him why 7/12 extract is not transferred in plot buyer's name.
