I purchased an SRA flat in the year 2014. Now, I want to transfer it to my name after completing the 10-year lock-in period. However, the issue is that the original owner is deceased, and there is no legal heir for the property. Please guide me on how to transfer this flat to my name. I have a Power of Attorney (POA), Agreement for Sale, Indemnity Bond, and Affidavit documents with me.

A.Dear sir
Create someone else as his legal heir from your side and get an affidavit and transfer in your name.

A.Dear Client,
During the lock-in period, an SRA flat cannot be a subject matter of a sale agreement. So, on the demise of the owner of the property, that agreement to sell along with other documents as stated by you becomes infructuous and unenforceable under the law. Even after the cessation of the lock-in period, you need to get permission/NOC from the authority for the transfer of its ownership in your name. In the absence of legal heirs of the original owner, it is a very cumbersome process to change the ownership of the flat in the name of a stranger or third party without any gift or Will of the original owner. Reach out to the office of SRA for clarifications and steps.
