Drainage system constructed without prior information

The immediate neighbor has constructed their drainage system without prior information and their opening is in Line 1 from the opposite end . Logically stating a person must construct their drainage system where they are residing and not in an area which not even belongs to them and they are in no way connected to this line ie Line 2.
